In Ukraine, they are planning to change the system of supplying heat to houses

The Cabinet of Ministers of Ukraine submitted to the Verkhovna Rada draft law No. 14067, which provides for the modernization of centralized heat supply systems. The main innovation will be the mandatory installation of individual heating points (ITP) in buildings connected to centralized networks.

According to the government’s plan, ITPs will allow to regulate the supply of heat and hot water more effectively, as well as to reduce the cost of heat energy transportation. This decision should contribute to the introduction of energy-saving technologies and the reduction of energy consumption.

The explanatory note states that centralized heat supply is recognized as a sphere of state interest. The project creates conditions for attracting investments in the modernization of heat networks and restoring their efficiency. The implementation of ITP will provide consumers with higher-quality heat and hot water services, and enterprises with a reduction in costs for the production and delivery of heat.

The draft law provides that the costs of installation of ITP will be included in the tariff for the transportation of thermal energy, and heat transportation organizations will be responsible for the maintenance of these points. Separately, the development of new by-laws is planned: rules for the supply of thermal energy, the procedure for installation and maintenance of ITPs, as well as a standard contract for their maintenance. This should ensure uniform standards for the entire country.
