The Cabinet of Ministers approved the draft State Budget of Ukraine for 2026
The Cabinet of Ministers of Ukraine approved the draft State Budget for 2026 and submitted it to the Verkhovna Rada for consideration. Security, defense and social stability are defined as the main priorities. This was reported by the Prime Minister of Ukraine, Yulia Svyrydenko.
The total budget expenditures will amount to UAH 4.8 trillion, which is UAH 415 billion higher than the current year. Revenues are planned at the level of UAH 2.826 trillion, i.e. UAH 446.8 billion more than in 2025. The deficit is forecast to be up to 18.4% of GDP, and the need for external financing will amount to UAH 2 trillion 79 billion.
“The main priority of the budget is security and defense, our social stability. The Government directs all its own revenues and borrowings to the Defense Forces — financial support for military personnel and support for their families, strengthening air defense, development and production of its own weapons, including drones, explained Svyridenko.
2.8 trillion hryvnias are earmarked for the defense sector, which is 27.2% of GDP. This is UAH 168.6 billion more than in 2025. In particular, at least UAH 44.3 billion will be directed to the production of Ukrainian ammunition, missiles, anti-missile defense systems, aircraft and armored vehicles.
Financing of science in 2026 will amount to UAH 19.9 billion, which is UAH 5.4 billion more than in 2025. Among other things, the funds will go to support the projects of young scientists, the development of leading scientific institutions, the creation of defense research centers, and the implementation of business-ordered developments.
Community incomes are planned at the level of UAH 871.9 billion, which is UAH 162.3 billion more than in 2025. Of these, interbudgetary transfers to local budgets from the general fund of the state budget will amount to UAH 289.3 billion.
41.5 billion UAH is provided for business support. “Available loans “5-7-9%”, provision of housing for Ukrainians under the “eOselya” program, industrial parks and other initiatives to provide grants and support Ukrainian manufacturers; continued support for the Brave1 program for defense technology developers, Svyridenko noted.
The agro-industrial complex will receive UAH 13.1 billion, which is UAH 3.5 billion more than in 2025. This includes the continuation of grant programs and compensation of interest on loans for producers of agricultural products under the “5-7-9%” program, as well as UAH 200 million for state subsidies to farmers as compensation for up to half of the costs of construction and reconstruction of irrigation systems.
Ukraine 45.9 billion is planned for public investments for the restoration and modernization of Ukraine, which is UAH 12.4 billion more than in 2025.
