The Cabinet of Ministers has expanded the list of payments that the State Treasury Service carries out as a priority
The Cabinet of Ministers of Ukraine adopted the draft resolution “On Amendments to the Procedure for the Exercise of Powers by the State Treasury Service in a Special Regime under Martial Law.” As part of the approved changes, the government expanded the list of payments that the State Treasury Service makes in priority order.
This list now includes financing for construction, reconstruction, major repairs, and engineering and technical measures to protect energy facilities – power plants, substations, power lines, and other key elements of the fuel and energy system.
The main goal of these changes is to guarantee stable financing of the most important facilities on which the functioning of the state depends, even during periods of active hostilities. This solution provides additional tools for a prompt response to the consequences of Russian attacks, allowing for faster allocation of funds for the restoration, strengthening, and modernization of damaged infrastructure.
In addition, the priority expenditure category includes funding for measures to enhance the security of railway and postal infrastructure facilities, in particular 150/110 kV traction substations, as well as critical infrastructure life support systems — heat supply, water supply, and wastewater treatment.
Thus, energy, transport, and utility facilities have received priority status for treasury payments. This will allow Treasury bodies to promptly open appropriations and finance such expenditures as a matter of priority.
