The EU has agreed to the fifth disbursement to Ukraine under the Ukraine Facility program, amounting to €1.9 billion

The European Union has approved the fifth disbursement to Ukraine under the Ukraine Facility. The total amount of financing will be 1.9 billion euros.

“Satisfactory fulfillment of the relevant conditions for the partial disbursement of the fourth and fifth tranches of the loan support in the amount of 1.9 billion euros, of which 597 million euros correspond to the fourth tranche and 1.3 million euros to the fifth, is established in accordance with the assessment provided by the Commission,” — the European Commission reported.

Final approval of the disbursement is expected on November 4. On October 25, the Council of the European Union approved amendments to the Ukraine Plan, which is part of the €50 billion Ukraine Facility. The updates proposed by the Ukrainian government in August relate to adjusting the timelines for implementing reforms, but Ukraine’s core commitments remain unchanged.

As a reminder, on February 1, 2024, EU leaders agreed on a four-year €50 billion aid package for Ukraine at a summit in Brussels. On February 27, the European Parliament supported this decision, and the next day, the EU Council approved the launch of the instrument.

The Ukraine Facility program provides for the provision of €50 billion to Ukraine in 2024–2027. Of this amount, €39 billion is directed to the state budget of Ukraine to support macro-financial stability.

On May 22, 2024, Ukraine and the European Union signed a framework agreement on financing under the Ukraine Facility. The document defines the mechanisms of financial cooperation between the parties, including the procedure for management, control over the use of funds, and joint actions to prevent corruption.
