The Educational Ombudsman provided proposals for improving the mechanisms for the formation of a network of lyceums

Education ombudsman Nadiya Leshchyk provided their proposals for draft laws aimed at improving the mechanisms of forming a network of lyceums in Ukraine.

“Carefully processed the draft laws of Ukraine on amendments to the Law of Ukraine “On Comprehensive General Secondary Education” regarding the improvement of the mechanisms of forming a network of lyceums (reg. No. 13120 and No. 13120-1) and sent a description of the issues and proposals regarding the proposed changes”, — Leschyk reported.

She noted that the reform of specialized secondary education, which provides for the creation of a network of lyceums, aims to improve the quality of education, reduce the burden on students, provide an opportunity to choose a study profile in high school, as well as reduce educational inequality and ensure equal access to quality education. education for students from small towns, villages and rural areas.

The main problems that Leschyk draws attention to:

  • lack of clear norms regarding the number of students in lyceums; the need to forecast the network and ensure material and technical conditions (transportation, boarding houses);
  • lack of complete information on the number of ninth-graders who did not continue their studies;
  • the need to complete the formation of a network of lyceums by September 1, 2025;
  • holding an annual public discussion when changing the type or liquidation of rural schools;
  • clear separation of powers between the central government and communities in planning the educational network;
  • the issue of co-financing of lyceums by communities and determining the permissible number of students in remote classes.

In addition, Nadiya Leschyk suggests revising the mechanism of financing communal schools and prohibiting the operation of primary schools within lyceums.
