The prosecutor and ex-members of the regional MSEK were suspected of illegally registering a disability
Under the procedural guidance of the General Prosecutor’s Office, the suspicion was reported to the prosecutor of one of the district prosecutor’s offices of the Cherkasy region, and as well as the former chairman and members of the regional medical and social expert commission (MSEK). They are accused of illegally registering a disability, which enabled the prosecutor to receive unjustified pension payments.
According to the investigation, on June 10, 2019, when he was a student of the National Academy of Prosecutors, he applied to the regional MSEK with a request to establish his disability. The very next day, June 11, without an examination and even without his presence, the chairman and members of the commission decided to assign him the 2nd group of disability with an alleged 80% loss of working capacity, despite the absence of real health problems.
Based on forged documents, on July 8, 2019, the Pension Fund assigned the monthly pension payments that he received for five years. And already in October of the same year, after graduation, he started working in the prosecutor’s office.
In addition, he is also charged with the illegal prosecution of a participant in mass protests in 2014, when he held the position of the investigative district police department in Cherkasy, as well as falsification of official documents.
Actions of the prosecutor are qualified under Part 4 of Art. 190, Part 4 of Art. 358, Part 2 of Art. 28, Part 3 of Art. 371, Part 2 of Art. 372, Part 1 of Art. 366 of the Criminal Code of Ukraine (fraud, use of forged documents, illegal prosecution, official forgery). As for the chairman and members of MSEK, they are charged with crimes under Part 2 of Art. 364, Part 5 of Art. 27, Part 4 of Art. 190, Part 1 of Art. 366 of the Criminal Code of Ukraine (abuse of power, aiding and abetting fraud, official forgery).
Investigators of the SBI are conducting the investigation under the procedural guidance of prosecutors of the Office of the Prosecutor General, and operational support is provided by the DVB of the National Police of Ukraine.
