The Ministry of Digital Transformation is preparing to launch the “eDumky” project in the “Diya” application
The Ministry of Digital Transformation is preparing to launch an experimental service called “eDumky” in the state application “Diya”. The new digital platform is designed to establish effective communication between citizens and local governments, as well as military administrations. The relevant draft resolution of the Cabinet of Ministers of Ukraine has already been published for review.
The Ministry of Digital Transformation emphasizes that the implementation of the service will help optimize the work of local authorities. Currently, state institutions spend significant resources on processing paper applications, telephone calls, and personal receptions of citizens.
The transition to a digital format should simplify access to administrative processes for people with disabilities, the elderly, and residents of remote settlements.
“Local authorities spend significant resources on traditional forms of communication, such as personal visits, paper applications, and collecting signatures,” the relevant ministry emphasized.
The pilot stage of the project is designed for two years. First, the functionality of the “eDumky” service will be available to residents of five regions: Vinnytsia, Volyn, Zaporizhia, Ternopil and Kharkiv regions. Users will be able to submit applications, track the status of their consideration and participate in local surveys. An important feature of the system is the strict binding of the user to his territorial community, which makes it impossible to submit complaints in regions where a person is not registered.
“The project does not require additional budget funds, since financing will be provided at the expense of the international technical assistance program”, — summarized the representatives of the department.
The technical administration of the new platform will be provided within the already allocated budget expenditures for the maintenance of state information resources. It is expected that the successful testing of the service in pilot regions will allow the system to be scaled to the entire territory of Ukraine in the future. The digitalization of appeals should be a significant step towards transparency and efficiency of interaction between the authorities and society.
