Ukraine, Canada, Sweden and the United Kingdom submitted a joint counter-memorandum to the International Court of Justice in the case of the downing of a Ukrainian plane
On March 27, Ukraine, Canada, Sweden, and the United Kingdom filed a joint counter-memorandum against Iran with the International Court of Justice in the case of the crash of Ukraine International Airlines flight PS752, which killed 176 people. The submission of the document was reported on the website of the Ministry of Foreign Affairs of Ukraine.
“Ukraine, Canada, Sweden and the United Kingdom have jointly filed a counter-memorandum against the Islamic Republic of Iran in a case currently being considered by the UN International Court of Justice regarding an appeal of the jurisdiction of the Council of the International Civil Aviation Organization (ICAO) under Article 84 of the Convention on International Civil Aviation (Chicago Convention),” the report says.
The ministry noted that this step is important for achieving justice for the victims of the flight tragedy PS752 and their loved ones, as well as to hold Iran accountable for gross violations of international law.
Previously, on March 17, 2025, the ICAO Council confirmed its jurisdiction to consider the dispute regarding Iran’s violation of the Convention on International Civil Aviation due to the shooting down of UIA flight PS752 by the Islamic Revolutionary Guard Corps on January 8, 2020 over Tehran.
The UIA plane crashed on January 8, 2020 shortly after takeoff from Tehran airport. It was flying to Kyiv. There were 167 passengers and 9 crew members on board. They all died.
On January 11, 2020, Iran admitted that it had mistakenly shot down a Boeing-737 belonging to the Ukrainian airline Ukraine International Airlines. Tehran took full responsibility for the crash and declared its readiness to pay equal compensation to the families of all those killed.
On April 16, 2023, a court in Iran announced the verdicts of 10 Iranian military personnel in the case of the UIA plane crash over Tehran in 2020. It was reported that the commander of the Tor M-1 air defense system from which the plane was shot down was sentenced to 13 years in prison, and nine other servicemen to terms of one to three years in prison.
On April 18, 2025, Iran initiated proceedings against Canada, Sweden, Ukraine, and the United Kingdom at the International Court of Justice of the United Nations, challenging the decision of the Council of the International Civil Aviation Organization of March 17 regarding the shooting down of Ukraine International Airlines (UIA) flight PS752.
On August 13, 2025, the Court of Appeal of the Canadian province of Ontario rejected the complaint of Ukraine International Airlines (UIA) and obliged it to pay full compensation to the families of the victims of the PS752 plane crash that occurred in 2020.
